The Council officially rules "in the name of the Queen, until Her return," and there is an annual ceremony in which the Councillors swear allegiance to the absent Queen. Councillors are appointed by the Permanent Council Commission, which is composed of members elected by the various administrative districts of Japan. Councillors are appointed for ten-year terms, though they may be removed at any time by the Commission if it sees fit. Terms may be renewed indefinitely, but in practice councillors seldom serve more than one term. There are fifteen Council members. Seats on the Council are numbered from 1 to 15. The ranking is more or less by responsibility of the position, though to a certain extent this often also corresponds to a ranking by seniority. The government and administration of Japan is divided into sixteen Divisions, under the Serenity Council. Each Division has control over certain broad areas of responsibility. The Divisions, and the Council members that oversee them, are as follows: ------------------------------------------------------------------------ Division: A (Natural Resources) Director: 13 (Toyotomi Serabi ["Sese"]) Originally "A" was for "Agriculture", but the portfolio was later broadened. Now responsible for farming, fisheries, forestry, conservation and the environment. ------------------------------------------------------------------------ Division: C (City Planning) Director: 15 There is a separate arm of 'C' Division in each major city of Japan, having roughly the same duties as an ordinary City Council. ------------------------------------------------------------------------ Division: D (Diplomatic) Director: 2 The Foreign Office. Maintains relationships with foreign states. 'D' Division is also (secretly) the external-espionage agency. It is not true that all Japanese diplomats are spies; but around 60% of them are. ------------------------------------------------------------------------ Division: E (Youth and Education) Director: 14 Responsible for education, schools, young peoples' services, qualifications and career services. ------------------------------------------------------------------------ Division: F (Finance and Trade) Director: 4 The Treasury division. Governmental budgeting; fiscal regulation; trade and commerce. ------------------------------------------------------------------------ Division: I (Information) Director: 8 Handles statistics; registers of public information; the Copyright office; censorship; registration of births, deaths and marriages; land information and survey; Government publishing. Also controls access to the Royal Archives. ------------------------------------------------------------------------ Division: J (Justice) Director: 7 The courts and penal system. ------------------------------------------------------------------------ Division: K (Science) Director: 12 (Araki Mamiko) Science and research; the Patent Office; energy; broadcasting; and the weather service. ------------------------------------------------------------------------ Division: M (Manufacturing) Director: 1 (Fukuda Ikemoto) Handles the manufacture and maintenance of all vehicles, machines, tools and other specialty equipment used by the other Divisions of the government. (Some manufacturing, such as military equipment, vehicles and weapons, is subcontracted out.) ------------------------------------------------------------------------ Division: N (National Affairs) Director: 8 Oversees the identity of Japan as a nation. Citizenship; customs, immigration, passport control; tourism; historic places; cultural affairs. ------------------------------------------------------------------------ Division: O (Social Services) Director: 10 Controls public health care; state housing; unemployment and other benefits; job schemes; et cetera. ------------------------------------------------------------------------ Division: P (Police / Patrol) Director: 9 Police; public law enforcement. Sometimes has to cooperate with 'S' division, but generally the two are independent. Most (but not all) Opals are 'P' Division patrol vehicles. ------------------------------------------------------------------------ Division: R (Transport) Director: 11 Originally named "R" for "Road and Rail". 'R' Division builds and maintains roads; oversees vehicle licensing; runs the national rail system; and oversees civil aviation and shipping. ------------------------------------------------------------------------ Division: S (Security) Director: 3 (Takeda Ryobe) Intelligence; covert operations. Internally, maintains a huge net of agents and operatives all over the country; externally, works closely with 'D' Division. Many 'S' Division agents are also registered in 'D' Division. ------------------------------------------------------------------------ Division: T (Taxation) Director: 6 The taxmen. Originally an arm of 'F' Division, but it grew enough that it was spun off into its own portfolio. ------------------------------------------------------------------------ Division: W (War) Director: 5 The military arm of the Council. Has three subdivisions: Land, Sea and Air/Space. (The "Space" part is mostly just a name, as of the year 4200.)
